Purpose of the job

The Process Safety Practitioner reports to the SHERQ Manager. The Process Safety Practitioner leads the development, implementation and maintenance of Risk Based Process Safety Management (RBPSM) system in accordance with the company’s SHERQ strategy. The incumbent is responsible for ensuring regulatory compliance while promoting a safety culture through risk assessments, the implementation of appropriate safety measures, and incident investigations.

The Process Safety Practitioner is responsible for identifying, evaluating, and coordinating the implementation and execution of risk- mitigation strategies or controls in operational processes.  The incumbent identifies improvement opportunities, participates in proposing engineering solutions tailored to ensure compliance.

The Process Safety Practitioner must ensure that plant operations and functional departments adhere to NCP’s SHERQ systems, policies, processes, and procedures, as well as the Responsible Care® (including Process Safety Management) requirements. The incumbent leads the implementation of Process Safety and SHERQ-related plans and initiatives, as well as ensuring continuous improvement and compliance with relevant processes, regulations, and international standards. The incumbent participates in internal and external audits.

The abovementioned activities shall be conducted in compliance with the Occupational Health and Safety Act, No. 85 of 1993 and all relevant NCP policies and procedures.

Key performance area

  1. Risk Based Process Safety Management (RBPSM).
  • Conduct risk assessments to analyze probable occurrences and prioritize mitigation actions to minimize on-site incidents.
  • Facilitate process hazard analysis/study (PHA) and ad hoc risk assessments using methodologies such as HAZOP, PHR, LOPA, SIL, LOC, Fault/Event Tree, Human Factors, Inherent Safer Design, Explosion modelling and Risk Ranking.
  • Facilitate/participate in Pre-startup safety reviews (PSSR) when plant modifications are made, and management of change needs to be done, assist compiling next required steps and reports.
  • Conduct incident investigations and analysis using appropriate techniques, compile reports, lessons learned and share the outcomes with relevant stakeholders.
  • Identify the impact of proposed or actual process changes, assess their consequences, and optimizing risk management through a hierarchy of controls.
  • Ensure PHA information is used for other PSM elements, such as SOPs and emergency procedures.
  • Conduct spot-checks on SOPs to verify if procedures cover safe operating limits, and consequences to deviations.
  • Maintain accurate and up-to-date records of process risk assessments for internal and external purposes.
  •  Assist in the development of plant-specific PSM procedures and checklists based on standards, processes, specifications, and recommendations.
  • Analyze process flow diagrams, P&IDs, and other engineering documents to identify safety critical elements.

2. SHERQ Management systems.

  • Ensure that the PTW and LOTO system meets all safety requirements established by NCP Chlorchem and that any safety deviations are corrected.
  • Compile and maintain the proactive events data within area of responsibility and investigate concerns raised and coordinate the corrective actions for long term items identified.
  • Continuously monitor process safety compliance through past and projected indicators.
  • Review, update, maintain and monitor operations’ environmental aspect and impact risks.
  • Assist in ensuring compliance to relevant legislation such as air quality act, waste management act, energy act, water act etc.
  • Facilitate and monitor waste management and disposal within your area of responsibility as per the waste management policy.
  • Report and escalate any SHERQ non-compliance to NCP policies, procedures and systems relating to operations that could adversely affect compliances and licenses to operate.
  • Assist in retaining all current Environmental certifications by ensuring that all findings, corrective actions are managed. Corrective actions closed within target dates.
  • Monitor and track the operations performance against the PSM objectives and targets that have been developed. Work with line managers to correct deviations to the agreed performance target.
  • Participate in external environmental forums: EIA, CAER, CAIA and Air Quality Forums.
  • Respond to queries relating to non-conformance raised during internal and external audits within the specified time frames as requested by the customer, certification management body, CAIA, or suppliers.
  • Assist in the consolidation of environmental, process safety and health and safety KPI data for CAIA reporting.

3. Continuous Improvement and Monitoring

  • Track the performance indicators, corrective actions, and improvement opportunities for PSM.
  • Keep abreast of current legislation, standards and requirements in order to provide foresight, guidance and advice on risk-based issues.
  • Sharing process safety information and providing operational knowledge support to line management.
  • Advice, and support the site leadership team to comply with legal requirements and company risk management standards.
  • Assist operations with PSM technical aspects and interpret PSM standards as required.
  • Review and assess previous process risk evaluations and provide recommendations.
  • Apply lessons learned to prevent future incidents.
  • Assist with the consolidation of process safety information for the site.
  • Arrange and maintain PSM, notices as appropriate throughout the premises.
  • Facilitate the communication and collaboration among the different stakeholders, such as management, engineers, operators, contractors, suppliers, and regulators.
  • Collaborate with operations personnel to address safety concerns and implement improvements.

4. Legal Compliance and adherence to MHI

  • Ensure that the PSM elements are implemented, monitored, and reviewed according to the regulatory and industry requirements.
  • Analyze MHI regulation requirements, identify gaps and facilitate with the closing out of actions from MHI studies and gap analysis.
  • Provide input in the design, development and maintenance of the PSM system.
  • Participate in MHI Risk assessment reviews and provide input where required.

Certifications:

Logistics Supervisor

Purpose of the job
To actively supervise and coordinate the various shift activities of Site logistics Operations on site so as to achieve the plans for loading and off-loading (bulk) and filling (break bulk) (Packed) and filling (Packed &drums and Cylinders) of quality approved product and conforming and always adhering to SHERQ as well as cost control requirements. Responsible for all activities, cl2 packaging and Bulk loading sections.

Key performance area
1. Plan, lead and control Logistics resources on shift.
• To ensure that reports on subordinate’s work attendance are recorded and sent to HR on a shift basis.
• To ensure competency by ensuring adherence to the training schedule on a monthly basis.
• To ensure that deviations are reported with corrective and preventative steps.
• To ensure equipment operates safely and optimally, by doing inspections on a shift basis, with downtime and the causes reported to the Maintenance function within 10 minutes of downtime.
• Initiates job cards and liaise with Logistics Analyst to plan the maintenance activities during the shift.
• To ensure that Subordinates are scheduled per shift to ensure optimum production and reduction of overtime on a sift basis.
• To ensure that Subordinates are coached and developed to meet set goals on a shift basis.
• To ensure that Subordinates are performing optimally by conducting performance appraisals as per the NCP’s performance management policy and procedure
• Conducting the weekly self-audits and perform regular job observation on the Subordinates
• Re-working of products that do not conform to specifications regularly
• Coordinating and controlling the maintenance, filling and dispatch of Chlorine Road Tankers on daily basis
• Communicate with customer services and weighbridge operators during the shift and ensure the planning and scheduling of loads as per the limited stock as well as per quality

2. Coordinating all Logistics Activities on shift.
• To ensure availability of suitable packaging units according to the packaging list.
• To ensure the order fulfilment by maintaining the accurate stock count of Bulk and
Packed products as well as empty containers and packaging materials.
• To ensure availability of good quality products according to NCP’s standards by liaising with the laboratory and checking quality records.
• To ensure dispatch of products as per the Daily Program for bulk and packed products on afternoon and night shifts as well as after office hours on weekends and public holidays.
• To ensure that all information regarding packed and dispatched products is recorded on the Moodi and posted to SAP system per shift.
• Coordinating and controlling the maintenance, filling, and dispatch of Chlorine Road Tankers on a shift basis
• Addresses the delays encountered at loading areas
• Trains new subordinates as well as new colleagues on the required job scope during the shift.
• Manage the final products per shift. (Filling of Drums, flobins, polycans, Cl2 drums and cylinders)
• Monitor and review the operation of plant equipment and systems constantly, to minimize unplanned downtime, anticipate solve problems in a timely manner, and to identify opportunities for improvement

3. Ensure compliance to SC SHEQ objectives and targets.
• To ensure compliance to OSHAS 18001 and other relevant Health and Safety legislations- implementation and monitoring thereof on a shift basis
• To ensure compliance to SANS ISO:9001 and other relevant quality legislation implementation and monitoring thereof on a shift basis
• To ensure compliance to ISO 14001 and other relevant Environmental legislations- implementation and monitoring thereof on a shift basis
• To ensure that Root cause investigations (RCI’s) are conducted according to Specified standards and reported to the RCI committee on morning shifts
• To ensure that the number of incidents (off-spec, PCC, FCC, etc.) are reported to the Northern Plants & Site Logistics Manager on a shift basis.
• To ensure that safety audits are conducted, and findings are reported and rectified on a weekly basis.
• Responsible for the approval of all the final products on site on a shift basis
• Responsible for the approval of all break bulk products during the shift (SAP)
• Responsible for updating and correcting stock as well as quality data on SAP data capturing system on a shift basis
• Addressing CAPAs audit findings related to Environment, Safety and Quality on regularly

4. Establishing and Maintaining interpersonal Relationships.
• To ensure that all information regarding each shift is compiled and reported to the Northern Plants & Site Logistics Manager during each shift
• To ensure that all information regarding the shift is provided to the next shift workers at the beginning of the shift
• To ensure that information is provided to other stakeholders on a daily basis.
• To ensure that disciplinary grievance matters are managed according to the NCP Disciplinary code
• Liaise with different transporters.

5. Ensure cost control on shift.
• To ensure that people related cost targets (for the shift) for overtime, call outs and staff refreshments are achieved.
• To reduce the turnaround times of vehicles that load bulk and packed products as reported against standard times.
• To prevent and reduce the Loss of Primary Containment incidents of final product in all Supply chain areas.

Material Handler (Test Station)

The Material Handler is responsible for cleaning, drying of CL2 drums. Ensure that all Drums are safe to pressure test, assist with pressures test of all Portable gas containers and cleaning of all drums. Loading and of loading drums and cylinders. Do first line maintenance on the test station.

Instrumentation Technician

Purpose of the job
The Instrumentation Technician reports to the Instrumentation Supervisor and has the primary responsibilities to:

Inspect the Instrumentation within the area of responsibility.

Repair and/or replace the equipment that is not fit-for-service or unsafe.

Maintain and/or Improve Instrumentation to ensure safe and continuous availability of the assets.

Ensure that the Housekeeping within the area of responsibility is always acceptable and/or better than it was before the artisan interacted with the area in question.

Ensure Feedback is given to the line manager concerning the Inspection, Repair and/or Replacement conducted within the area of responsibility. The Feedback shall include a formal 5WHY and/or RCA report that describes the root cause of the breakdown and/or failure of an equipment(s) and/or system(s).

Needs analysis.

To conduct skills gap analysis in liaison with line managers on annual basis and/or when technology changes per job role and employee profile.

Identify and plan effective gap closure interventions within the agreed timelines.

To maintain the CAM training matrix on monthly basis and monitor training progress to achieve 100% competency for all production personnel

To monitor SHE and mandatory/statutory training requirements for all CAM production teams annually as per training matrix to achieve 100% compliance.

Liaison with production supervisors on plant status and to provide regular feedback on training matters to both stakeholders and L&D manager.

Monitor and coordinate PDP discussion sessions for production teams.

Monitor compliance.

Manage statutory, regulatory and permit requirements for CAM teams to always achieve 100% compliance on audits.

Ensure 100% compliance to all Internal and External audits (ISO, SANAS, etc) on training records for your area of responsibility

To align the production learning materials to Chemical Plant Operator qualification.

To manage the compliance to QCTO/SETA workplace approval for CAM plants and related requirements

To perform all L&D related administrative functions including preparing and submitting reports (competency, course evaluation etc.)

Maintain records of all training completed by production CAM and electrolyser maintenance personnel as well as reporting on non-attendance with reasons.

To coordinate, facilitate and assess training.

To conduct theoretical and on-the-job training for CAM production personnel according to NCP competency standards.

To conduct theoretical and practical training and assessment on the following technical processes: work permit procedure, learner workplace-mentor/coach and Chlorine Test Station.

Conduct training for plant personnel on troubleshooting and problem-solving techniques.

To monitor and evaluate the effectiveness of learnerships and soft skills Programmes on the production environment.

To coordinate the scheduling of production personnel for statutory training and other compliance training.

To identify RPL candidates and provide effective advice as well as facilitating the RPL process to end.

To take part in recruitment of production learners / students and manage their training and plant placements. (learnerships & WIL).

Experience

5 – 8 years as a process controller in the CAM production plant

3 years as a panel operator in the CAM plants.

Qualifications:

Matric with Maths & Science

Higher Certificate in OD ETDP (must)

Chemical Operations NQF L4 or Chemical Plant Operator NQF L4.

CAM Plant competency certificate

CHIETA Constituent Assessor & Moderator (wish)

Microsoft Programmes certificates.

Reporting structure:
This position reports to the Learning & Development Manager.

Personal Circumstances:

Must be able to obtain a satisfactory medical report from the companies’ medical centre.
