SHERQ Practitioner (Cato + Atlantis)

Purpose of the job

The SHERQ Practitioner Coastal reports to the Business SHERQ Manager and is responsible for coordinating, all aspects of SHERQ (Safety, Health, Environmental, Responsible Care®, and Quality) in conjunction with the Site Manager, operational staff, and functional staff within their respective designated areas (Cato Ridge Plant and Atlantis depot) to ensure that all SHERQ (including Process Safety Management)  Systems are implemented maintained and adhered to according to company policies and procedures.

The SHERQ Practitioner proactively assist and support the site manager to ensure SHERQ related policies and procedures are updated and maintained, and non-conformances are adequately and timeously closed out with sufficient evidence on the Non-Conformance Management System. The incumbent coordinates and participates in incident, accident, and near miss investigations.

The SHERQ Practitioner participates in both Internal and External audits under their areas of responsibilities within operations and functions.  The SHERQ Practitioner is responsible for identifying and assessing SHERQ and other operational / process related risks, potential non-compliances to legislation and NCP policies and procedures and deficient controls, as well as compiling and updating environmental information.  The SHERQ Practitioner actively promotes adherence to the golden rules of safety and SHERQ rules as part of the implementation of the company’s SHERQ strategy to ensure a safe working environment for all.

The responsibilities above mentioned shall be conducted in compliance with the Occupational Health and Safety Act No.85 of 1993 and all relevant NCP policies and procedures.

Key performance area

1. SHERQ Management systems and Compliance.

  • Participate in all internal and external audits. Communicate audit findings to all relevant stakeholders and facilitate the development of CAPAs and execute the implementation of the CAPAs together with the various employees and management teams.
  • Coordinate and investigate the root cause for reported incidents, accidents and near misses together with plant personnel and ensure that the RCI is conducted within 7 days after preliminary investigation for Quality and within 7 days for SHE and Process Safety related incidents.
  • Facilitate in the development of corrective and preventative actions and ensure submission as per target dates.
  • Ensures company compliance by reviewing and implementing all legally required policies, procedures, and records.
  • Review the incident action plans, track and trend recurring incidents, and investigate the effectiveness of the identified and implemented CAPA actions, with the aim to eliminate re-occurring incidents completely.
  • Conduct regular inspections and self-assessments to verify compliance with SHERQ, regulatory requirements, and risk control procedures. Report any non-compliances to site manager and assist with improvement processes.
  • Conduct self-audits to verify Cato Ridge Plant, and Atlantis depo adhere to approved, up-to-date procedures.
  • Maintain ISO systems throughout Cato Ridge Plant, and Atlantis.
  • Co-ordinate the unannounced NSF Audit for the Cato Ridge site.
  • Collect and submit the required samples for NSF Testing to the GRC Systems Practitioner.
  • Inspect engineering control standards at Cato Ridge Plant, and Atlantis depo, including process flow, mechanical, electrical, instrumentation, and industrial elements.
  • Ensure staff understand Emergency Response procedures and assist in training and/or induction of new employees and contractors.
  • Coordinate the employee schedule for periodic medical surveillance to ensure legal compliance.
  • Facilitate the sharing of good practices, SHERQ awareness, reiterate golden rules of safety, site SHERQ rules and learnings from incidents by conducting weekly safety talks (Toolbox).
  • Monitor and evaluate Cato Ridge Plant, and Atlantis depot performance in relation to SHERQ objectives and targets.
  • Ensure compliance with all SHERQ regulations by consulting with internal and external stakeholders as required.
  • Trend, analyze and monitor SHERQ metrics to ensure compliance and provide monthly SHERQ reports, and presentations related to SHERQ performance.
  • Promote continuous improvement through effective communication, coaching, and mentoring of team members.

2. Health and Safety Management Compliance.

  • Facilitate the development of required documentation, and operational checks to ensure compliance with ISO 45001.
  • Conduct risk assessments, communicate risk assessments of outcomes to employees and enforce preventative measures.
  • Ensure that the PTW and LOTO system meet all safety requirements established by NCP Chlorchem and that any safety violations are corrected.
  • Compile and maintain the proactive events data within area of responsibility and investigate concerns raised, co-ordinate the corrective actions for long term items identified.
  •  Ensure that an occupational hygiene survey, and occupational health risk assessment are conducted, and the implementation of corrective actions are carried out.
  • Actively promote employee safety behavior through frequent safety meetings, toolbox talks, inspections, etc.
  • Arrange SHE notices and PPE as appropriate throughout Cato Ridge Plant, and Atlantis.

3. Environmental Management Compliance.

  • Identify, apply, implement and maintain environmental authorisations, air emission license, water use license and waste permits for the Cato Ridge Plant, and Atlantis depo
  • Review, update, maintain and monitor Operations’ Environmental Aspect and Impact Risks.
  • Identification of critical environmental issues requiring intervention, license and resolution.
  • Ensure compliance with relevant legislation such as air quality act, waste management act, energy act, water act etc.
  • Facilitate the waste management process and compile procedures to ensure compliance throughout Cato Ridge Plant, and Atlantis.
  • Ensure waste disposal throughout Cato Ridge Plant, and Atlantis complies with environmental legislation and company policies and procedures.
  • Report and escalate any non-compliance to NCP policies, environmental authorisation, procedures and systems relating to operations throughout Cato Ridge Plant, and Atlantis that could adversely affect NCP Environmental Compliances and licenses to operate.
  • Assist in retaining all current Environmental certifications by ensuring that all findings, corrective actions are managed. Corrective actions closed within target dates.
  • Submit annual Greenhouse Gas (GHG) emissions data for the Cato Ridge Plant and Atlantis facility that is required for reporting to the Department of Forestry, Fisheries and the Environment (DFFE) to GRCE Department.
  • Assist in the consolidation of environmental KPI data for CAIA reporting.
  • Monitor water discharge volumes, diesel usage, electricity usage and interrogate data and investigate discrepancies.
  • Participate in external environmental forums: Community, EIA, and Air Quality Forums, etc.
  • Ensure that community meetings are held according to the environmental authorisation.
  • Respond to queries relating to non-conformance raised during internal and external audits within the specified time frames requested by the customer, certification management body, local government, CAIA, or suppliers, etc..
  • Monitor progress on Environmental Management Programs and report any deviations to the EMP targets.
  • Interreact with relevant regulatory bodies, external consultants, and internal staff to achieve and maintain compliance.
  • Update all environmental procedures.

4. Risk-based Process Safety Management (RBPSM) implementation and Compliance.

  • Coordinates the PSM implementation program for Cato Ridge and Atlantis and continuous adherence to PSM standards.
  • Monitor and assess hazardous and unsafe situations. Makes recommendations on how to avoid or mitigate these risks.
  • Ensure that all safety regulations and PSM procedures are implemented and adhered to.
  • Participate in PSSR and ensure Environment, Health and Safety risk controls are in place and ensure that corrective actions identified during PSSR are loaded on the system.
  • Verify that planned job observations are conducted and follow up if concerns are addressed.
  • Facilitate PSM risk assessment (FMEA, HAZOP, PHA).
  • Conduct spot checks on P&ID reviews, and MOC document initiated within area of responsibility.
  • Conduct spot checks on adherence to safe operating limits within area of responsibility to ensure that equipment is operated within process conditions (e.g., temperature, pressure, level, flowrate)
  • Co-ordinate or facilitate Process Hazard Analysis (PHA) studies such as HAZOP on existing, new, and modified processes and define effective risk management controls.
  • Perform field visits (GEMBA) to identify PSM related strengths and weaknesses, to coach teams in the “ability to see” process safety related risks.
  • Support Section Managers in preparing, implementing, and tracking action plans to enhance the PSM maturity level on site.
  • Submit specific PSM and RC data that is required for business reporting purposes to the GRCE Department.

5. Legal Compliance.

  • Verify that the statutory inspections at the Atlantis and Cato Ridge Plant are carried out in accordance with the maintenance plans, and legal requirements, report any deviations.
  • Liaise with the Department of Employment and Labour (DEL) to make sure the company complies with DEL requirements by promptly submitting the necessary paperwork.
  • Co-Ordinate visits from the MHI Regulators to the Cato Ridge and Atlantis sites and ensure CAPs are drawn up to close the findings that arise.
  • Participate in fulfilling compliance with the MHI regulations for the Cato Ridge and Atlantis sites via the GRCE Department. 
  • Liaise with the MHI Regulators for specific queries.
  • Participate in Cato Ridge and Atlantis MHI Recommendation meetings.
  • Ensure compliance with the contractor’s safety files requirements.
  • Ensure legal compliance regarding the Disaster Management and Fire – ASIB requirements across all sites (Cato Ridge, and Atlantis).
  • Ensure legal compliance regarding flammable liquid stores certificate, fire-fighting equipment, and fire protection system at Cato Ridge, and Atlantis.
  • Assist Occupational Health Practitioners in ensuring compliance with COIDA requirements
  • Facilitate the scheduling of the periodic review of the Occupational Health Risk Assessments (HRA) and surveys to be performed by external service provider in accordance with the OSHACT.
  • Communicate outcomes of the Occupational Health Risk Assessments (HRA) and surveys to the Site Manager and ensure that mitigating measures are provided and implemented for identified high risks and areas exceeding occupational exposures limits.
  • Prioritize and initiate remedial action to ensure compliance with legislation and standards whilst promoting continuous improvements.
  • Ensure SHE representatives comply with OHSACT requirements.
  • Ensure compliance with OHSACT and regulations through effective implementation and communication of guidelines.

Instrumentation Lead

Purpose of the job

The Instrumentation Maintenance Supervisor reports to the Engineering Manager: E&I and has the primary responsibilities:

To lead and manage the Instrumentation function by combining operational supervision (primary focus) with reliability engineering responsibilities to ensure plant safety, availability, compliance, and continuous improvement in line with OHS Act, SANS standards, and company performance targets.

This role is accountable for:

  • Day-to-day team leadership and discipline

Legal appointments:

(a) as the OHS Section 8.2(i) for instrumentation works on site to ensure all legal and statutory compliance does take place according to the OHS Act, Pressure Equipment Regulations and General Machinery Regulations.

(b)in terms of General Machinery Regulation 2(7)(a) as an assistant to the Competent Person in respect of machinery used in your area of responsibility in terms of your duties.

Fully understand the Occupational Health and Safety Act requirements and ensure that all legal inspections and risk assessments are carried out and that general safety is adhered to across all plants.

  • Manage and plan the instrumentation execution of work as per the maintenance strategies available on the CMMS software (SAP system).
  • Plan the execution of work in line with the engineering standards, strategies and asset integrity philosophies for equipment, plant, machinery, and instrumentation installations.

The Control & Instrumentation Engineer is the technical authority and system owner for the plant’s Process Control System (PCS), including Siemens PCS 7, PLCs, SCADA/HMI, safety systems, and associated industrial networks.

The incumbent plays a critical leadership role in HAZOP studies, root cause analysis (RCA), management of change (MOC), and incident investigations where control systems contribute to risk, downtime, or production losses.

This role requires a proactive individual with strong technical expertise and attention to detail to establish and maintain high standards of performance, safety, and compliance within control systems, contributing to the overall success and safety of the organization.

1. PCS Ownership & Governance

  • Act as the single point of accountability for Siemens PCS 7, PLCs, SCADA/HMI, safety systems, and plant control networks

  • Lead and support trip testing, interlock testing, and functional testing of control and safety systems during shutdowns and commissioning activities
  • Ensure control systems are correctly configured, validated, and stable prior to plant restarts
  • Lead analysis and permanent resolution of control system reliability issues
  • Drive alarm management, control loop optimization, and reduction of nuisance alarms

3. Change Management & Safety Systems

  • Govern all PCS-related changes through the Management of Change (MOC) process
  • Ensure safety systems (SIS, interlocks, Safety Matrix) remain valid, tested, backed up, and compliant with IEC 61511
  • Maintain strict version control, backup, and recovery procedures

4. Process Safety, HAZOP & RCA Leadership

  • Lead or co-lead HAZOPs and automation-related risk assessments
  • Lead root cause analysis (RCA) for control system incidents, trips, and near misses
  • Translate safety and RCA findings into control logic, alarms, interlocks, and operating philosophies

5. Projects, Upgrades & Vendor Management

  • Act as the technical authority for all plant projects involving PCS, PLCs, SCADA, and instrumentation
  • Review and approve control system designs, specifications, FAT/SAT documentation, and commissioning plans
  • Manage OEMs, system integrators, and contractors to ensure compliance with plant standards

6. Access Control, Cybersecurity & Compliance

  • Be custodian of PCS access rights, cybersecurity principles, and system hardening
  • Ensure segregation of networks, secure remote access, and alignment with Siemens cybersecurity guidelines
  • Support internal and external audits related to control systems, safety, and compliance

Material Handler (Logistics)

Purpose of the job

The Material Handler reports to the Logistics Supervisor and is responsible for Filling of tankers, drums and flow bins with different products as per customer’s request in correct quantities and correct quality adhering to the laid down procedures.

The abovementioned activities shall be conducted in compliance with the Occupational Health and Safety Act, No. 85 of 1993 and all relevant NCP policies and procedures.

This position profile acts as a guide to the role only, and additional work outcomes may be required to be performed by the incumbent.

Key performance area

  1. Loading and off-loading tankers.
    • Responsible for the timeous transfer of correct quality product
    • Responsible for accurate recording of all activities in the Moodi data capturing system
    • Ensure that accurate stock taking is done and reported within the expected times.
    • Responsible for ensuring that the plant and the surrounding areas are clean
    • Adherence to SHERQ guidelines at all times
    • Ensure training of other Material Handlers
    • Ensures traceability of the activities that have been performed and recorded
    • Responsible for taking retention samples after loading tankers.
    • Ensure that the sample / retention sample is submitted at the correct location.
  2. Filling of break bulk products.
    • Responsible for timeous filling of Flow bins
    • Ensure that accurate stock taking is done and reported within the expected times.
    • Responsible for ensuring that the Filling area and the surrounding areas are free from debris
    • Responsible for accurate recording of all activities in the Moodi data capturing system.
  3. Safe plant operation and shut down.
    • Responsible for safe and efficient operation of equipment
    • Reports any deviation from the process
    • Ensures safe shift hand over.
    • Initiate job cards and communicate them to Logistics supervisor.
    • Responsible for ensuring that the plant and the surrounding areas are clean and conform to the company’s prescribed housekeeping standard
    • Prepare equipment for maintenance and issue safe work permits
    • Ensures the daily inspection and recording the findings daily
    • Adherence to SHERQ guidelines at all times
    • Ensures the safe storage of the product
    • Ensure that you are up to date with process changes by means of necessary training
    • Intense training on the contents of the Standard Operating Procedures
    • Ensure training of other Material Handlers
    • Ensures the safety of the other personnel.
  4. Ad Hoc.
    • Help with other tasks in the section of a plant as may be necessary and for which the incumbent is trained and capable of performing.
    • Carry out all lawful and reasonable instructions given to the incumbent
