Purpose of the job
To provide strategic leadership and direct the manufacturing operations of the business in the production of
chlorine, caustic soda (sodium hydroxide) and Chlor-alkali derivatives to provide products that meet customer
requirements. This includes the entire manufacturing function on all sites comprising production, safety,
maintenance, and site services.
The abovementioned activities shall be conducted in compliance with the Occupational Health and Safety Act,
No. 85 of 1993 and all relevant NCP policies and procedures.
Key performance area
- Strategic Planning and Implementation.
- Contribute towards the development of the Business Strategy to identify key operational
 requirements and implications impacting business decisions.
- Develop the Operations Strategy aligned to the business strategy.
- Serve as a member of the Executive Committee.
- Lead the development and monitor implementation of Operational policies, procedures, systems,
 and process to ensure:
 o Plant availability meets customer demand levels.
 o Plant output efficiencies are optimal within input constraints.
 o Product quality meets customer requirements.
 o Plant maintenance is optimized to prevent entropy while still meeting customer demand
 levels.
- Determine an appropriate Operations structure, allocate tasks, and monitor the development of
 Operations competence to deliver on strategic objectives.
- Produce monthly and quarterly reports on the performance of the division.
- Engineering Management.
- Oversee the execution of planned and preventative maintenance work to engineering standards
 and controls inclusive of mechanical, civil, electrical, automation and instrumentation standards,
 specifications, procedures, programs, and drawings.
- Oversee the planning and execution of engineering modifications and small projects below the
 Asset/Operation defined dollar/complexity/risk threshold for Projects.
- Oversee the provision of technical engineer support encompassing mechanical engineering,
 electrical engineering, civil and/or structural engineering, automation, and process control
 systems (PLC’s, SCADA and MES IT, Networks and Communication), pre-commissioning,
 commissioning and performance test expertise.
- Production Management.
- Oversee Production performance on all sites is performed and measured according to
 international best practice standards; in that:
 o Production targets are set during the S&OP meeting monthly.
 o Production targets are achieved and are reported upon on all sites daily.
 o Year on year quality targets is set and achieved on all sites according to the business quality
 review process.
- Oversee Maintenance performance on all sites is carried out according to international best
 practice standards, and in compliance with the standards, specifications, procedures, and
 drawings:
 o Oversee the development and implementation of planned and condition-based maintenance
 and any corrective (unplanned) maintenance at all sites. Ensure that plans and schedules of
 all work are in accordance with the 1SAP Work Management processes.
 o Monitor that plant availability is managed in line with targets set during the S&OP meeting
 daily at all sites.
 o Monitor adherence to continuous improvement work process results in line with the asset
 utilisation process, ensuring all machines and equipment are functioning optimally on all
 sites daily.
 o Review the critical equipment status report on a weekly basis to ensure critical equipment is
 available and recorded.
- Safety, Health, Environmental and Quality Oversight.
- Monitor compliance to health, safety and environmental legislation, regulations, protocols, and
 standards in respect of gas toxicity, hazardous products, hazardous processes, chemical
 storage and any safety hazards impacting production, the environment, staff and the public at
 large.
- Oversee the required sensitive and high maintenance for equipment within tight operational
 parameters.
- Oversee safety management and the integrity of assets impacting production and the public.
- Lead the enablement of opportunities for innovation which improve product quality.
- Stakeholder Relationship Management.
- Build, nurture and manage sound working relationships with external stakeholders i.e. vendors,
 suppliers, and contractors.
- Chair the Union Management meeting monthly and build and maintain sound working
 relationships. Carry out engagements with the Union in consultation with Human Resources.
- Provide expert advice and analysis to support decision making to the Executive Committee, the
 MD and the Board.
- Manage relationships and collaborate with all departments within the business.
- Financial Management.
- Set cost parameters to achieve optimum profitability balanced against input CAPEX /OPEX
 requirements for achievement of strategy and long and medium-term goals.
- Manage fixed and variable costs effectively and within agreed parameters monthly.
- Monitor the proper management and control of all related stocks and assets on all sites.
- Promote cost saving initiatives, by evaluating monthly statistics and ensure implementation and
 adherence of new initiatives at all sites.
- Oversee all business-initiated audits on an annual basis, at all sites.
- Risk Management & Legal Compliance.
- Design, develop and enable people, process, and systems to mitigate input and output
 operational risks as far as possible. This is achieved through the identification of risks and
 development of risk mitigation plans, thereby managing production levels and the availability of
 assets.
- Review risks matrix / heat map according to agreed schedule.
- Keep abreast of changes to legislation and regulations to drive improvement of the effectiveness
 and efficiency of the Operations function.
- Ensure statutory and legal compliance relating to Operations.
- Staff Management.
- Manage the recruitment of direct subordinates in accordance with company policy and
 procedure.
- Develop performance contracts for subordinates and conduct performance reviews to measure
 performance against agreed objectives, identifying training needs.
- Provide guidance, coaching, mentoring and advice to subordinates.
- Lead the development of the division’s Succession Plan, staff retention strategy and identify a
 pool of potential leaders.
- Lead the initiation and coordination processes for discipline and workplace conflict within the
 division.
- Manage the administration of direct reports through the approval of leave and travel expenses.

 Experience
- Minimum 10 years chemical manufacturing experience
- Minimum 5 years Senior Management experience overseeing Operations (Production and
 Engineering)
 Qualifications:
- Engineering degree (NQF 7/ 8)
- Masters or Business Management degree (NQF 9) – desirable
- ECSA registered professional Engineer.
- GMR 2.1 (desirable)
- Currently a 16.2 Appointee – essential
Reporting structure:
- This position reports to the Managing Director.
