Purpose of the job
The Facilities Manager reports to the General Manager and has the primary responsibilities of:

  • Be appointed as the OHS8.2 for the site to ensure all legal/statutory compliance in relation to
    facilities, structures and vehicles does take place in according to the OHS Act, Environmental,
    Facilities and Driven Machinery Regulations.
  • Manage the risk, general safety, and health for office administration, building occupancy, road
    use and amenities, and ensuring that all legal inspections and risk assessments are carried
    across the organization.
  • Define and implement facility standards, maintenance strategies and asset care philosophies
    for equipment, furniture, air-conditioners, lights, safety signs, change rooms, ablutions,
    warehouses, workshops, bunds, and security fencing for the organisation.
  • Execute projects and improve equipment and building availability through the effective
    utilisation of key in house, contractor, and consultant resources.
  • Provide leadership and direction for the execution of maintenance, cleaning, painting,
    geotechnical, grass cutting, waste removal, bund repair, old plant demolitions and asbestos
    removal in the organisation.
  • Be the organisational expert on structural integrity, building maintenance, vehicle
    management, and preventative maintenance of small office assets.
  • Manage the solar evaporation farm, report effluent volumes, and ensure compliance to
    legislative requirements.
  • Define and implement the site facilities, structural, civil and SEF portfolio using CMMS
    software, SAP.
  • Manage the facilities and effluent farm annual maintenance and capital budgets.
  • Lead a team of supervisors, administrators, handyman and contractors.
    The abovementioned activities shall be conducted in compliance with the Occupational Health and
    Safety Act, No. 85 of 1993 and all relevant NCP policies and procedures.

Key performance area

  1. Implement a total facilities, buildings, and roads maintenance strategy for the
    organisation:
  • Strategic planning to assess the current maturity of the facilities department and what the
    future goals are which should align to the organization’s mission.
  • Ensure an effective facilities, buildings, roads, office, ablution, cleaning, lighting,
    gardening, and waste management service for the organization.
  • Lead critical contractors and develop key service providers for cleaning, grass cutting,
    landscaping, pest control, painting, air-con, septic sumps, general waste, security fences,
    and recycling services are in place.
  • Manage operational vehicles and fleet by ensure maintenance, inspections and
    replacements are conducted accordingly.
  • Be the expert on facilities, environment, and general administration regulations, and
    provide input into the Facilities Management Strategy.
  • Track, monitor and control facilities costs to within budget. Advise on energy efficiency
    and cost effectiveness. Develop and implement cost reduction initiatives.
  • Responsible for the administration of small assets including microwaves, fridges, hydro
    boils, chairs, lockers, cabinets etc.
  • Ensure adequate site drawings and layouts for the organization.
  • Assist NCP tenants with building and infrastructure maintenance.
  1. Assume the OHS8.2 legal appointment.
  • Be the legal appointee and the custodian for the organization with the chief inspector at
    the Department of Labour in relation to facilities and structural integrity.
  • Ensure all safety standards are in place in the relevant departments and that new
    legislation changes are implemented timeously.
  • Ensure that all business standards are implemented and maintained regarding OSHAS
    18001, 14001, 45001, SANAS, ISO and SANS standards.
  • Keep records of all statutory inspections, preventative maintenance and compliance
    documents for inspection and audit purposes.
  • Benchmark performance against industry standard, monitor the effectiveness of
    systems, equipment and employees and take corrective action if necessary.
  • Responsible for general signages across site
  • Respond to facility and equipment alarms and system failures.
  1. Infrastructure, structures, grounds, bunds, roofs, civils, and servitudes
  • Managing several types of maintenance, safety, infrastructure, civil and capex projects.
  • Establish relationships between various functions for critical input into structural, civil
    projects and action lists.
  • Support coordinators to manage the deviations and reducing backlog on projects and
    statutory inspections captured in SAP and CCAS.
  • Ensure annual structural integrity inspections and geotechnical analysis are completed
    and results are executed timeously.
  • Implement a painting and corrosion standard for all structures, bunds, buildings and
    roads.
  • Demolish and remove all redundant plants and scrap material on site safely and cost
    effectively.
  • Develop and maintain an asbestos removal programme, vacant land management, non-
    plant related steel structures (e.g., carports, smoking areas), septic sump clearing, scarp

metal areas, including updating relevant inventories and Asbestos surveys according to
the asbestos abatement regulations.

  • Ensure bunds across the site are leak free, well maintained, and compliant to the 110%
    capacity standard.
  1. Effluent and Solar Evaporation Farm
  • Manage the solar evaporation farm by ensuring the maintenance, safety and security at
    the farm is managed by the SEF Coordinator.
  • Critical problem solving and utilization of key asset care techniques of RCM, 5Why and
    RCA processes to increase equipment availability at the farm.
  • Investigate equipment failures to stop re-occurrences and conduct call out and overtime
    investigations.
  • Optimize farm spares to ensure that the correct number of spares are being kept
    (stockholding) and rotables (fans, pumps, motors) are managed appropriately.
  • Track availability, reliability, and Overall Equipment Effectiveness.
  • Implement a safety, secure and community threat barometer for the farm to reduce theft,
    invasion, and trespassing.
  • Ensure regular dam wall, soil contamination, borehole and river analysis is performed,
    reported and issues addressed.
  • Collaborate with the environmental specialist and production manager to reduce effluent
    levels and report any deviations.
  • Implement a total site maintenance and monitoring plan for all sewage, effluent,
    stormwater, and servitude channels for the organization.
  1. Leadership and management of supervisors and the entire facilities department
  • Lead by influencing the employees to achieve the organizational goals.
  • Structure the resources in such a way to effectively execute tasks to meet the set targets
    and objectives.
  • Enforce the NCP policies and procedures by keeping the employees accountable for
    their actions, as well as for the lack thereof.
  • Collaborate effectively with other departmental managers regarding facilities and
    technical support in day-to day tasks and delivery of operational goals.
  • Plan the leave, training, and development for the sub-ordinates in line with the strategies
    developed for the department.
  • Conduct timeous planned task observations, toolbox talks, ensure that the team
    complies with SHERQ objectives, conducts risk assessments, follows job card SAP PM
    system, executes preventative maintenance, and actions audit findings.
  • Stimulate a culture of high performance, accountability and leadership with clear goals
    and aligned efforts.
  • Ensure efficient utilization of facility maintenance staff. Ensure facility maintenance team
    are notified to follow up on all queries.
  • Escalate any operational, safety and environmental risks to line manager for prioritization
    and support.
  • Develop a facilities dashboard and prepare and present monthly status reports on
    department and projects. Developing processes and establishing standards to enable the
    measurement of key parameters to assist with critical decision making.

    Experience
  • 10 years in a manufacturing plant environment, preferably chemical manufacturing
  • At least 5 years in a facilities, chemical, environmental management role, preferably in a
    large industrial and office site.
  • At least 3 years in an asset care, reliability, preventative maintenance, or structural integrity
    role.
  • Extensive knowledge of the OHS Act and 8.2 legal appointments.
  • In-depth knowledge of maintenance principles and maintenance management systems
    (CMMS, SAP PM).
  • Sound understanding of contractor management, project management and management
    of change.
  • Computer literacy in MS Office (Word, Excel, Outlook, Projects)
    Qualifications:
  • BTech or BSc in related field, preferably civil engineering, structural, facilities and
    environmental management.
  • Postgraduate courses in facilities, chemical or environmental management (highly
    advantageous).
  • Professional registration as a certified Facilities Manager (advantageous).

Electrical Artisan

Purpose of the job
The Electrical Artisan reports to the Electrical Supervisor and has the primary responsibilities to:

  • Inspect the electrical assets and network within the area of responsibility.
  • Repair and/or Replace the equipment that is not fit-for-service or unsafe.
  • Maintain and/or Improve electrical assets and network to ensure safe and continuous
    availability of the assets and network.
  • Ensure that the Housekeeping within the area of responsibility is always acceptable and/or
    better than it was before the artisan interacted with the area in question.
  • Ensure Feedback is given to the line manager concerning the Inspection, Repair and/or
    Replacement conducted within the area of responsibility.
    The responsibilities abovementioned shall be conducted in compliance with the requirements of the
    South African National Standard (SANS 10142 Part 1 and Part 2) and the Occupational Health and
    Safety Act No.85 of 1993. The responsibilities above mentioned shall include ensuring equipment is
    visibly marked for identification, working drawings (Single Line Diagrams and Electrical Schematics)
    are always updated and electrical installation(s) is legally compliant.
    Key performance area
  1. Inspect.
  • Inspect the conditions of the electrical substation, cables, cable racks and field station(s)
    as per the Work Order instruction and identify deviations concerning the electrical
    installation rules (i.e., SANS 10142) and safe operations thereof. The substation shall
    include all the components in the substation.
  • Inspect the conditions of the electrical loads as per the Work Order instruction and
    identify deviations concerning the electrical installation rules (i.e., SANS 10142) and safe
    operations in the electrical loads. The electrical loads shall include all electrical energized
    equipment (i.e., Motors, Generators, Transformer and Rectifiers).
  1. Repair, Replace and Maintain
  • Repair and/or replace all electrical installation within the area of responsibility and the
    installation(s) is available for safe operation thereof.
  • Repair and/or replace any safety guarding and/or safety system that has failed or not
    available for immediate safeguarding of personnel and protection of electrical equipment
    against extended electrical damages.
  • Maintain the functionality and availability of the safety system. Maintain the operational
    availability of the electrical assets and equipment.
  1. Housekeeping.
  • Ensure that the housekeeping is always acceptable and is continually being improved.
  • Ensure 5S is implemented and continually maintained.

Process Controller

Purpose of the job
The Process Controller reports to the Production supervisor and is responsible for the relief operation
of the production plants in the Northern section, crane/telehandler operation, product purification and

Production Supervisor

Division: Production (Brine & Utilities)

Purpose of the job
The Production Supervisor reports to the Brine and Utilities Manager and will lead and manage a
Production shift through planning, leading, organizing and control, ensuring supply of product through
acquisition and effective usage of resources and to continuously ensure adherence to all safety,
quality, production, cost, environment, and legal requirements.


Key performance area
• Responsible for meeting production targets, plant performance, equipment utilization and reliable
distribution of utility services (Steam, Plant air, Instrument air, Cooling water, chilled water) to the
entire plant.
• Responsible for manufacturing of high-quality Brine at low cost and ensure optimum performance
of CBS (Ceramic Brine System) and the rest of the Brine system.
• Ensure effective coordination of all production shift activities to achieve production objectives.
• Effective coordination of supporting activities by various Maintenance Department and also
ensuring maintenance is scheduled optimally to maximize production output.
• Ensure safe operation of the plant and equipment.
• Ensure adherence to EH&S objectives are complied with daily and plant personnel adherence to
PPE standards.
• Ensure compliance to PSM (Process Safety Management) ISO standards, Risk assessment, and
MOC process are followed.
• Ensure plant planned/unplanned downtimes and delays are minimized.
• Take action on first occurrence performance problems, misconduct, disciplinary and grievance
cases.
• Support and development of personnel through coaching, training and achieve competency for
career progression.
• Manage and continuously optimize resources (people, leave, training etc.)
• Manage and reduce overtime cost within area of responsibility.
• Must be able to do monthly reports, PJO’s, A4’s/A3’s reports for any safety and process deviation
on the plant.
• Accountable for practical “declaration of competency” of employees to operate the plant.
• Ability to compile an incident report, in case of spillage or injury.
• Ensure the plant always operates within OWSP (Operate Within Set Parameters).
• Ability to solve technical problems on the plant by leading trouble shooting process.
• Facilitate effective communication up and down from management and within own and other
stockholders.
• Ensure effective and accurate shift handover within Supervisor’s level and Operators level.
• Continuously monitor Operators plant parameters input into the Moodi system and take
corrective action on time including laboratory results.
• Manage plant shutdown, start up and shutdown activities.
• Manage permit to work system on shift.
• Ensure high level of good housekeeping/5 is maintained in all areas of control and participate in
weekly 5’s audits.
• Ensure that all non-conformances issued against shift are resolved and closed out timeously.
• Participate in Incidents/Accidents investigation, HAZOP and daily production meetings as
required.
• Ensure SOP’s are understood, adhered to and assist with SOP’s, P&ID review when required.
