Purpose of the job
The SHERQ Coordinator is responsible for coordinating, implementing, executing of all SHERQ related plans, programmes, and tasks together with the respective Plant Section Managers, operational staff, Functional Line Managers and functional staff within their respective designated areas.
The incumbent must monitor and ensure the plant operations and functional departments comply with Safety, Health, Environmental and Quality regulations; conform to NCP’s systems, policies, processes, and procedures as well as Responsible Care® (including Process Safety Management) requirements.
The SHERQ Coordinator must also proactively assist and support the respective plant section managers / functional line managers to ensure their SHERQ related policies and procedures are updated and maintained, and non-conformances are adequately and timeously closed out with sufficient evidence on the Non-Conformance Management System.
The incumbent coordinates and participates in incident, accident, and near miss investigations. The SHERQ Coordinator participates in both Internal and External audits under their areas of responsibilities within operations and functions. The SHERQ Coordinator is responsible for identifying and assessing SHERQ and other operational / process related risks, potential non-compliances to legislation and NCP policies and procedures and deficient controls, as well as compiling and updating environmental information. The SHERQ Coordinator monitors and assists with the implementation of the golden rules of safety and adherence to site SHERQ rules as part of the execution of the company’s SHERQ strategy to achieve the company’s SHERQ targets and objectives..
The abovementioned activities shall be conducted in compliance with the Occupational Health and Safety Act, No. 85 of 1993 and all relevant NCP policies and procedures.

Key performance area
1.
Adherence and Compliance to the SHERQ Management systems and relevant standards.

Participate in all internal and external audits. Communicate audit findings to all relevant stakeholders and facilitate the development of CAPAs and execute the implementation of the CAPAs together with the various employees and management teams.

Coordinate and investigate the root cause for reported incidents, accidents and near misses together with plant personnel and conduct the RCI within 7 days after preliminary investigation for Quality and within 5 days for SHE and Process Safety related incidents.

Facilitate in the development of corrective and preventative actions and ensure submission as per target dates.

Support Operations and Functional units in executing and implementing the correction actions with sufficient evidence to ensure proper mitigations and that incidents do not re-occur.

Assist and support Operations and Functional Units to adequately and timely close-out non-conformance on the system, and assist with the concession process on the system, where timelines will not be achieved.

Review the incident action plans, track and trend recurring incidents, and investigate the effectiveness of the identified and implemented CAPA actions, with the aim to eliminate re-occurring incidents completely.

Evaluate the reviewed Standard operating procedures and ensure that the SOP complies with the SHERQ controls.

Conduct scheduled inspections and self-assessments to ensure adherence to SHERQ, legal and regulatory standards and risk control measures, report any non-compliances immediately to section managers and facilitate and execute improvement process.

Ensuring staff understand Emergency Response procedures and assists in training and/or induction of new employees and contractors.

Facilitate the sharing of good practices, SHERQ awareness, reiterate golden rules of safety and site SHERQ rules and learnings from incidents by conducting weekly safety talks (Toolbox).

Ensure statutory inspections in area of responsibility are conducted in accordance with maintenance plans.

Conduct checks to ensure that all departments are following approved, non-outdated procedures according to self-audit programme.

Prepare weekly, and monthly SHERQ reports, statistics, trending analysis, and presentations related to SHERQ performance.

Ensure that policies and SHERQ Objectives are communicated.

Performs other related duties as assigned (Ad hoc procedure Reviews etc.)

On the field daily support of managers, staff and contractors working on site, by ensuring that all SHERQ procedures, Golden rules of safety, Site rules, Work Standards requirements are applied during execution of the tasks with the relevant task and risk assessments in place.

Conduct price of non-conformance (PONC) for all RCIs.
2.
Adherence to Health and Safety Management Standard (ISO 45001)

Conduct checks on SOPs and Risk Assessments to ensure compliance as per NCP Policy and procedures. Assist in developing the required documentation, and operational checks to ensure compliance with ISO 45001.

Conduct risk assessments, communicate risk assessments outcomes to employees and enforce preventative measures.

Ensure that the PTW and LOTO system meets all safety requirements established by NCP Chlorchem and that any safety violations are corrected.

Compile and maintain the proactive events data within area of responsibility and investigate concerns raised, co-ordinate the corrective actions for long term items identified.

Analyze and apply data to monitor OHS performance and produce summary reports.

Adherence to Quality Standards (ISO 9001 and NSF).

Assist the QP in managing the quality of raw materials used for production versus specification and the quality of the final product, report deviations and recurring incidents.

Assists in the maintenance of quality systems throughout the company.

Ensure that products meet ISO standards and meet the expectations of the customers.

Ensures documented information follows ISO 9001 standard requirements, quality policy and
procedures.
4.
Adherence to Environmental Management (ISO 14001)

Review, update, maintain and monitor Operations’ Environmental Aspect and Impact Risks.

Ensure compliance to relevant legislation such as air quality act, waste management act, energy act, water act etc.

Facilitate and monitor the waste coordination within your area of responsibility as per the waste management policy.

Maintain the waste management process and compile procedures to ensure compliance

Oversee the waste disposal from the plant areas as per environmental legislation and company policies and procedures.

Report and escalate any non-compliance to NCP policies, procedures and systems relating to operations that could adversely affect NCP Environmental Compliances and licenses to operate.

Assist in retaining all current Environmental certifications by ensuring that all findings, corrective actions are managed. Corrective actions closed within target dates.

Monitor and track the operations performance against the objectives and targets that have been developed. Work with line managers to correct deviations to the agreed performance target.

Partake in isokinetic sampling process.

Assist in the consolidation of environmental KPI data for CAIA reporting.

Monitor water discharge volumes to the effluent farm, interrogate data and investigate discrepancies.

Participate in external environmental forums: EIA, CAER, CAIA and Air Quality Forums.

Respond to queries relating to non-conformance raised during internal and external audits within the specified time frames as requested by the customer, certification management body, CAIA, or suppliers.

Monitor progress on Environmental Management Programme and report deviations to the EMP targets.
5.
Adherence to Risk-based Process Safety Management (RBPSM)

Monitor and assess hazardous and unsafe situations. Makes recommendations on how to avoid or mitigate these risks.

Ensure that all safety regulations and PSM procedures are being followed and that all safety equipment is in good working order.

Participate in PSSR and ensure Environment, Health and Safety risk controls are in place and ensure that corrective actions identified during PSSR are loaded on the system.

Verify that planned job observations are conducted and follow up if concerns are addressed.

Facilitate PSM risk assessment (FMEA, HAZOP, PDA).

Conduct spot checks on P&IDs reviews, and MOC document initiated within area of responsibility.

Conduct spot checks on adherence to safe operating limits within area of responsibility to ensure that equipment is operated with process conditions (e.g., temperature, pressure, level, flowrate)

Co-ordinate or facilitate Process Hazard Analysis (PHA) studies such as HAZOP on existing, new, and modified processes and define effective risk management controls.

Perform field visits (GEMBA) to identify PSM related strengths and weaknesses, to coach teams in the “ability to see” process safety related risks.

Support Section Managers in preparing, implementing, and tracking action plans to enhance the PSM maturity level on site.

Assist in PSM implementation program.

Experience

Minimum 5 years Quality Experience.

Minimum 3 years Chemical Manufacturing Environment.

Qualifications:

Matric with Science and Mathematics.

SAMTRAC Certificate or equivalent occupational SHE Training.

National Diploma Health & Safety Management/Engineering

Registered as a Professional Construction Health & Safety Coordinator under SACPCMP (Advantage).

ISO 9001, ISO 14001, and ISO 45001 accreditation training

Integrated Management System (IMS).

Reporting structure:
This position reports to the SHERQ Manager.

Personal Circumstances:

Must be able to obtain a satisfactory medical report from the companies’ medical centre.
