Purpose of the job
The Fabrication Supervisor reports to the Engineering Manager and has the primary duties and responsibilities of:

Being appointed as the OHS Section 8.2 for all NCP Chlorchem fabrication works to ensure all legal, statutory and equipment integrity quality compliance takes place in accordance with the requirements of the OHS Act, General Machinery Regulations, Pressure Equipment Regulations, SANS 347, ISO 3834, ISO 14731 and the relevant Design Codes of Manufacture.

Fully understand the Occupational Health and Safety Act requirements and ensure that all legal inspections and risk assessments are carried out and that general safety is adhered to across all plants.

Plan the execution of work as per the notifications generated from all internal clients across the NCP Chloorkop site. Plan the execution of work in line with the engineering standards, strategies and asset integrity philosophies for equipment, plant, machinery, and mechanical installations. Plan the execution of work in compliance to statutory and quality requirements. Plan and manage the execution of annual maintenance shutdowns from a Welding and Fabrication point of view. Ensure open and constructive communication takes place with clients.

Supervise and Coordinate the Fabrication personnel (Boilermakers, Welders and Handyman), equipment, materials and consumables required to execute work in compliance to statutory and quality requirements using RCM and RCA processes to improve plant reliability and availability. Ensure the availability of personnel, sub-contractors’ equipment, materials and consumables to execute the required tasks.

Lead the Fabrication personnel (Boilermakers, Welders and Handyman) in ensuring compliance with the execution of the tasks. Create a constructive environment to lead the team to engineering industry standards while maintaining good discipline.

Control the Welding and Fabrication infrastructure, systems, and resources in ensuring the Welding and Fabrication infrastructure is continuously available for operational purposes. Control and maintain the systems of work, plant, and machinery to ensure the health and safety of personnel and protection of machinery. Participate in the development of data books to capture all the information as required by the PER, SANS 347, ISO 3834 and Design Codes of Manufacture.
The responsibilities above mentioned shall be conducted in compliance with the requirements of the Occupational Health and Safety Act No.85 of 1993.
This position profile acts as a guide to the role only, and additional work outcomes may be required to be performed by the incumbent.

1.
Plan.

Plan the execution of work as per the notifications generated from all internal clients across the NCP Chloorkop site.

Plan the execution of work in line with the engineering standards, strategies and asset integrity philosophies for equipment, plant, machinery, and mechanical installations. Plan the execution of work in compliance to statutory requirements.

Plan and manage the execution of annual maintenance shutdowns from a Fabrication point of view.

Ensure open and constructive communication takes place with clients.

Plan the leave, training, and development for the sub-ordinates in line with the maintenance strategies developed for the department.
2.
Supervise and Coordinate.

Ensure the adequate resources (internal and external) are available for the execution of the work to meet statutory and quality requirements. The resources here mentioned include personnel, equipment, material and consumable resources. Organize resources to execute work in compliance to statutory and quality requirements using OEM, RCM, 5Why and RCA processes to improve plant integrity, reliability and availability.

Continually review the welding and fabrication works risk assessments for internal employees and contractors before work commences and enforce rules to protect the safety and health of personnel, and the protection of the assets against damaged.

Maintain the functionality and availability of the safety system. Maintain the operational availability of the electrical assets and equipment.

Organize equipment spares in line with the asset management strategies improve equipment integrity, reliability, and availability.
3.
Lead.

Be the OHS Section 8.2 legal appointee and custodian for the fabricated installations throughout the NCP Chlorchem site.

Perform Plan Job Task Observations and coach, instruct, enforce and/or correct any behaviour that poses danger against the safety and health of personnel (including contractors).

Participate in 5S continuously, implement standards and enforce 5S standards.

Enforce good practices concerning quality and housekeeping.

Perform on-the-job training and mentorship for the senior artisans to perform the role of a supervisor.
4.
Control.

Compile reports on compliance concerning daily work execution by personnel and Artisans.

Compile diagnostic report on the root causes of breakdowns and determine the medium to long term plans to prevent repeat failures and/or plans for collaborative resolution with other departments.

Maintain compliance to company policies, standards, and instructions for the Mechanical Workshop personnel including the execution of the actions determined from the audits.

Ensure the asset care execution of work is conducted within the agreed budget.

Collaborate with other departments and maintain control over spare management.

Supervise, coordinate, and control all welding and fabrication activities in accordance with the requirements of the PER, SANS 347, ISO 3834 and ISO 14731 as per the required duties and responsibilities.

Computer Literacy in MS Office (Word, Excel, Outlook, and Power Point)

Experience

5 years’ experience in Engineering Fabrication in a Chemical industry/environment.

5 years’ experience in a Fabrication supervision and coordination role

Computer literacy in MS Office (Word, Excel, Outlook)

Knowledge and experience of welding and fabrication industry standards in relation to the manufacture of process piping, pressure vessels, storage tanks and structures.

Qualifications:

Matric /N3

National Diploma – Mechanical Engineering/Metallurgy (Advantageous).

Red Seal Trade Tested – Boilermaker/Welder

IIW Welding Specialist

Reporting structure:

This position reports to the Engineering Manager.

Personal Circumstances:

Must be able to obtain a satisfactory medical report from the companies’ medical centre.

May be required to be on Standby.
