Purpose of the job
The Project Engineer is a technical specialist who reports to the Projects Manager and has the
primary responsibilities to:

  • Manage and coordinate the execution of small, medium and large engineering projects,
    ensuring adherence to design specifications, safety regulations, and project timelines.
  • Manage single discipline and multi-discipline projects to support the operations.
  • Ensure effective planning and execution of projects, delivering project closure on time in
    full within the approved budget and to the agreed quality and specifications.
  • Develop project budgets, estimates, and financial forecasts in collaboration with project
    stakeholders.
  • Monitor project expenses and cash flow and implement cost control measures to ensure
    projects remain within budgets.
  • Coordinate with project teams, including engineers, contractors, and suppliers, to ensure
    efficient resource allocation and timely project delivery.
  • Liaise with finance and accounting departments to track project expenses, invoices, and
    payments.
  • Find opportunities to improve the overall business through low-cost or agile processes.
  • Coordinate with stakeholders, including clients, contractors, regulatory bodies, and
    suppliers, to ensure effective communication and seamless project implementation.
  • Provide technical expertise and guidance to project teams, addressing engineering
    issues, reviewing designs, and ensuring compliance with industry standards and best
    practices.
  • Conduct risk assessments and implement risk mitigation strategies to identify and
    manage project risks effectively.
  • Ensure health and safety legislation and contractual obligations pertaining to health &
    safety are adhered to throughout the project.
  • Participate in HAZOP studies and detailed engineering.
  • Ensure compliance with legal and SHERQ requirements in terms of the manufacturing
    process.

The abovementioned activities shall be conducted in compliance with the Occupational Health and
Safety Act, No. 85 of 1993 and all relevant NCP policies and procedures.
This position profile acts as a guide to the role only, and additional work outcomes may be required
to be performed by the incumbent.
Key performance area

  1. Project Framing and Alignment:
  • Set-up a project team and align team members within parameters of the project frame.
  • Ensure framing and alignment is done on every project through kick-off meetings.
  • Ensure continuous alignment between all project stakeholders.
  • Ensure sign-off on agreed scoping and framing and that records are kept.
  1. Project Governance:
  • Responsible for application of project governance to include a systematic phased
    approach, phase/gate reviews, funding application process, as well as identified
    deliverables.
  • Accountable to ensure project deliverables are complete and officially signed-off.
  • Ensure a Management of Change process is followed on all changes introduced within
    the project.
  1. Project Scope Management:
  • Accountable for project scope management through overseeing/ensuring that the written
    scope statement is in place.
  • Accountable for project scope management through participating in and ensuring that the
    project work breakdown structure is developed.
  • Manage and control project scope changes. Ensure relevant acceptance and approvals
    to the changes.
  • Ensure that each project is adequately resourced to meet the scope.
  • Ensure the RFQ and procurement processes are aligned to the scope of the project.
  1. Engineering Management:
  • Set clear objectives for the Engineering team in terms of the project scope, deliverables,
    and time frames across the project life cycle.
  • Monitor engineering activities, inter-disciplinary flow of information and communication.
  • Ensure engineering solutions are technically sound, best fit for the business, reviewed
    and formally approved.
  1. Project Schedule/Time management:
  • Identify, develop, manage and report on the key project milestones.
  • Identify and manage project activity dependencies.
  • Develop effective project schedules and ensure acceptance and sign-off by relevant
    stakeholders.
  • Ensure project schedules are baselined and controlled effectively and that changes are
    formally signed-off.
  • Manage schedules against baselines and report on Schedule Performance Index (SPI)
    on a regular basis.
  1. Project Cost management:
  • Accountable for all project costs through the life of the project.
  • Develop and ensure approval of project cost estimates required for capital fund
    applications at different project phases.
  • Develop project Work Breakdown Structures (WBS) after fund approvals and ensure the
    WBS elements are costed and baselined.
  • Ensure all project resources (including human resources) are accounted for in the project
    costs.
  • Manage costs against baselines and report on Cost Performance Index (CPI) on a
    regular basis.
  • Ensure accurate cashflow forecasting and adherence to baselined cashflows.
  • Ensure proper control and management of cost changes with official sign-off.
  1. Contracts and Procurement Management:
  • Develop project procurement strategies and include in the capital fund application.
  • Ensure that all key and relevant contracts are in place and in line with appropriate project
    management standards (e.g. conformance to NEC contract requirements).
  • Provide input to the procurement process such as evaluation criteria, bidders list,
    evaluation and selection of contractors/suppliers.
  • Provide input to ensure conformance to requirements of the contract in terms of change
    control, performance control, payment, dispute resolution and close-out.
  • Business ethics – Ensure/understand and comply to Corporate ethical and commercial
    practices.
  1. Construction Management:
  • Set and agree clear objective for the construction management team in terms of
    deliverables and time frames during construction phase.
  • Provide input into the construction management plan constructability reviews, shutdown
    planning & readiness reviews and other construction management deliverables.
  • Ensure effective SHE management during construction phase and commit to daily and/or
    weekly walk-downs.
  • Ensure daily construction records (daily diaries) are completed timeously.
  • Ensure effective management of compensation events through the application of early
    warnings and report timeously.
  1. Commissioning Management:
  • Set clear objectives for commissioning in terms of deliverables and time frames during
    the commissioning phase.
  • Provide input into the commissioning management plan, ensuring commissioning
    activities are aligned with start-up and start-up procedures.
  • Ensure Request For Commissioning (RFC) is achieved and RFC documentation signed-
    off as planned.
  1. Project Hand-Over and Closure:
  • Ensure relevant project handover documentation is accepted and signed-off.
  • Ensure project capitalization documentation is signed-off.
  • Ensure financial project closure is achieved and that project accounts are closed out in
    SAP.
  1. General:
  • Prepare monthly project reports to reflect costs, cashflows, schedule management,
    project risks and opportunities.
  • Participate in and give input into annual budgets and forecasts.
  • Develop and communicate project lessons learnt and share with the organization.
  • Ensure project risk registers are developed and risks are managed effectively.
  • Ensure communication is timeous and recorded.
  • Adherence to all SHERQ principles.
    Knowledge/Skills/Competencies
  • Experience in executing projects within a project management methodology.
  • Experience in working with NEC and/or FIDIC type contracts or similar.
  • Demonstrable experience in executing engineering and construction projects.
  • Strong proficiency in project costing and finances.
  • Strong decision-making abilities.
  • Computer literacy in SAP MS Office (Word, Excel, Outlook, Projects).
  • Attention to detail.
  • Leader and team player.
  • Effective communication skills.
  • Ability to work under pressure
    Experience
  • 6-10 years in project management.
  • Experience in a chemical manufacturing, petrochemical or related industry.
  • Experience with project management scheduling software, such as Microsoft Project or
    Primavera P6.
  • Sound understanding and experience with NEC and FIDIC type contracts.
    Qualifications:
  • BSc, BEng or BTech in engineering.
  • Project management qualification/certification.
  • Professional Project Management Registration (advantageous).

Reporting structure:
This position reports to the Projects Manager.
