Purpose of the job
The Technical Services Manager is a senior manager who reports to the Technical Director and has
the primary responsibilities to:

  • Draft and implement an operational plan for the process technical department that will support
    the strategic objectives of the organization.
  • Setup and implement a framework to standardize and systemize operational processes in the
    organization, based on industry accepted principles, regulations, standards (SANS, ISO, etc),
    and codes of good practice.
  • Drive continuous improvement and innovation.
  • Provide process technical services and support to the organization.
  • Assist the project department with the necessary process engineering services to allow for
    successful delivery of projects and capex spend.
  • Ensure successful maintenance and overhauls of the electrolyser units.
  • Develop and manage the technical library.
  • Optimize plant performance ensuring optimal use of resources and equipment.
  • Investigate significant deviations on plant quality, chemistry and operational processes and
    technical report on.
  • Ensure all process documentation (P&ID’s, MFD’s, PFD’s, SOP’s, Relevant PSM procedures,
    etc) is up to date and on file.
  • Ensure compliance with legal and SHERQ requirements.
    The abovementioned activities shall be conducted in compliance with the Occupational Health and
    Safety Act, No. 85 of 1993 and all relevant NCP policies and procedures.
    Key performance area
  1. Provide technical services on site.
  • Ensure process control philosophy is developed and well understood.
  • Ensure technical support to any process trains that require investigation and
    improvement
  • Repeat failures, incidents and customer complaints are investigated and preventative
    measures are implemented
  • Develop, maintain, and report on a plant wide dashboard and advise operations on
    deviations and actions that need to be taken.
  • Assist with HAZOP studies and design reviews.
  • Assist the projects department with process engineering services to ensure the
    successful delivery of projects and capex spend.
  • Ensure the successful maintenance and overhauls of the electrolyser units.
  • Perform plant audits to evaluate adherence to the organizations set standards and
    procedures
  1. Setup and implement a framework to standardize and systemize operational
    processes.
  • Ensure that current process documents (P&ID’s, MFD’s, PFD’s, SOP’s, PSM
    procedures, etc) are in line with industry standards and/or codes of good practice.
  • Ensure that all process documentation is controlled, filed, and updated as per the
    organizations standards and where standards do not exist, to adopt an industry accepted
    standard.
  • Develop and manage the technical library ensuring information in the library is controlled,
    filed, and updated as per the organization’s standards.
  • Conduct benchmarking exercises to align the organization with industry accepted
    good/best practices to achieve operational excellence.
  • Ensure that the methodology, processes, procedures, and references are documented to
    ensure systemization (not being reliant on the person setting up the framework) and that
    these documents are reviewed on a regular basis to ensure they are relevant and up to
    date.

  • Support the operations to ensure legal compliance and adherence to certification
    requirements.
  • Lead the energy management framework.
  • Become the technical custodian on Chlor-Alkali manufacturing and ensure knowledge
    management and technical expertise are embedded in the organization
  • Find opportunities to improve the overall business through low-cost or agile processes
  • Implement world class manufacturing principles.
  • Keep abreast of technology developments and trends in the Chlor-Alkali Industry

  • Lead and manage a team of technical experts, specialists, and engineers.
  • Ensures competent and well-trained staff through proper performance management.
  • Provide mentoring, leadership, and support to subordinates through interaction and
    meetings to ensure that all operational requirements are met and high staff retention
  • Establish a culture of accountability, teamwork, knowledge sharing and inclusion
  • Resolves grievances\disciplinary process as per NCP policies and procedures
  • Ensure that the team complies to legal and SHERQ requirements

Technical Competencies

  • Extensive knowledge of the Occupational Health and Safety Act, No. 85 of 1993.
  • Extensive knowledge of ISO 9001 and quality management system
  • Extensive knowledge of hazardous chemical manufacturing and handling codes, preferably in
    a Chlor Alkali plant.
  • Knowledgeable on different types of equipment related to chemical manufacturing plants.
  • Skilled in hazard identification, risk assessment and root cause analysis
  • Ability to read and interpret engineering drawings and technical databooks.
  • Past experience in working with operational excellence, energy management and world class
    manufacturing principles.
  • Experience in managing and coordinating projects, and continuous improvement activities.
  • Experience in using SharePoint and Corrective Action Systems (i.e. Digilex)
  • Knowledge on Operations Technology (i.e. SCADA, PLC, SAP IM and MES)
  • Experienced in relationship building and cross collaboration at a senior level
  • Strategic management, planning, co-ordination, and control
  • Technical custodian and ability to travel locally and internationally to technical conferences.
  • In-depth knowledge of process engineering, HAZOP studies and LOPA.
  • Knowledge of the OHS Act and legal appointments.
  • In-depth knowledge of Operations Technology (OT), MES systems, SCADA database, ERP
    software and Dashboard reporting
  • Sound understanding of change principles and continuous improvement.
  • Familiar with financial budgeting
  • Computer literacy in SAP and MS Office (Word, Excel, Outlook)

    Experience
  • 10 to 15 years in a manufacturing plant environment, preferably chemical manufacturing
  • At least 5 years in a technical management role, preferably in the Chlor-Alkali manufacturing
    industry
  • Experience in world class systems and operational excellence implementation

Qualifications:

  • BSc, BEng or BTech Chemistry, Chemical Engineering or equivalent
  • A postgraduate qualification in chemical sciences, engineering or management is
    advantageous.
  • ISO 9001, 14001 implementation and auditing training, Safety Systems
    Reporting structure:
  • This position reports to the Technical Director.
    Personal Circumstances:
  • Must be able to obtain a satisfactory medical report from the companies’ medical centre.
